Our mission is to assist our clients with sustaining and improving their federal market share by building and managing a balanced federal contract vehicle portfolio. We help our clients to:
- Identify, obtain, and effectively utilize GSA and other federal agency multiple award contracts to build market share
- Define and implement the necessary infrastructure to manage these contracts
- Develop and strengthen relationships at GSA (headquarters and regional levels) and other relevant federal procurement offices to support sustained growth
Ellis Khan
Co-Founder / Chief Executive Officer
Ms. Khan is an industry-recognized leader in GSA contracting with 30+ years of experience developing federal business leveraging GSA Schedules, government-wide acquisition contracts (GWACs), and other federal agency multiple award contracts (MACs). She has held responsibility for developing and managing a broad portfolio of federal IDIQ contracts—valued over $4B annually—as Program Manager for GSA Alliant, GSA OASIS, 11 GSA Schedules, NIH CIO-SP3, and DISA Encore II. She has also led development of multiple contract portfolio management tools that increased PMO efficiency and improved staff awareness of the portfolio options.
Ms. Khan actively maintains relationships across GSA headquarters, FEDSIM, and all regional offices as well as other federal acquisition offices (e.g., NIH NITAAC, DOI Interior Business Center [IBC], Veterans Affairs Technical Acquisition Center [TAC]). She is a trusted advisor to large and small businesses, as well as GSA, providing guidance and best practices on IDIQ competitive acquisition strategy and client relationship management. Ms. Khan also serves as an active member of FEDSIM's Industry Advisory Council (FIAC).
Mandy Miles
Co-Founder / Chief Operating Officer
Ms. Miles brings 20+ years of experience developing and leading proposals resulting in multi-billion-dollar GWACs and MACs and multi-million-dollar task order awards across the federal market. She has built specialized expertise in the GSA FEDSIM proposal process through support, management, and guidance to several dozen FEDSIM proposals, working directly alongside former FEDSIM Directors, since 2004.
Ms. Miles managed a PMO for 4 major contract vehicles—GSA OASIS, GSA Alliant, NIH CIO-SP3, and DISA Encore II—with responsibility for identifying and managing contract-specific opportunity pipelines, developing contract marketing materials, and directing development of contract portfolio management tools.
She also has experience conducting in-depth market analyses to inform business and capture strategy development, including agency buying patterns, competitive assessments, industry trends, contract usage, and Congressional budget. Ms. Miles holds a MBA and BA in Psychology.
